Or... the local atmospheric conditions which may or may not allow the observer to see detail in astronomical objects.

It all depends on several factors, including the upper air currents, local scattering, and suspended particulate matter. You can have crisp, clear skies but horrific seeing, or murky, grungy skies and boost the magnification until your eyes hurt.

Many times the observer uses averted imagination to see objects that may or may not be visible in the telescope (like suddenly seeing Pamela or Rebekah in your observatory)...
